    Coming soon: Suhua Improvement, South-link Line and Xibin Express follow-up plans open to traffic soon, Tamkang Bridge begins construction, and North-South Bridge between Beigan and Nangan is under planning Print

    Major projects such as the "Taiwan 9 Line Suhua Highway Improvement Project", "Taiwan 9 South-Link line Widening and Improvement Plan" and "Xibin Expressway Follow-up Construction Plan" will continue under the efforts of all the Highway Bureau colleagues. These projects will be completed and opened to traffic before the Chinese New Year Festival next year (2020). The main construction of the Tamkang Bridge will also be fully under construction. The North-South Bridge between Beigan and Nangan is also in full swing. All the projects are under the control of the colleagues in the Highway Bureau. They will open to traffic one by one.


     
    1. The Taiwan 9 Suhua Highway Improvement Project:
    The total budget of the project is $NTD 52.84 billion, which is divided into three sections. The Suao Dong’ao section has been opened to traffic on February 5, 2018. The Nanping Heping Section and the Zhongda Cingshuei section are expected to open before the 2020 Chinese New Year.


    After the whole project opening to traffic, it can boost the sightseeing and tourism business in Yihua area, increase the road capacity, improve the driving speed, and provide a happy journey for the eastern Taiwan residents to return home safely.


     
    2. The Taiwan 9 line south-link line widening and improvement follow-up plan:
    The total budget of the project is $NTD 20.425 billion, which is divided into three sections. The Xianglan Jinlun section is expected to open to traffic on July 31, 2019. The Jinlun Daniao Section and the An’shuo Tsaopu Section are expected to open at the end of 2019.


    After the whole project opening to traffic, it will greatly narrow the distance between Taitung and Pingtung, boost the sightseeing and tourism business in Taitung and Pingtung areas, increase road capacity, improve the driving speed, and provide a happy journey for the eastern Taiwan residents to return home safely.

     

    3. Xibin Expressway follow-up construction project:
    The total budget of the project is $NTD 73 billion. The unopened road section is the Xibin Expressway Fangyuan Interchange to Dacheng Interchange and Xinfeng Interchange to Fengbi Tunnel. It is part of Taiwan 61 line Yuanlin Floodway to Xibin Bridge Section and main line of Guanyin to Fenggang section. It is expected to open to traffic at the end of 2019.


    After the whole project opening to traffic, it will eliminate the road intersections, reduce the rate of accidents, promote the economic development of industrial and tourism industries in the region, improve prosperity of the local towns and coastal towns of Hsinchu and Changhua County, relieve traffic for heavy vehicles such as tractor-trailers, and divert traffic in holidays to improve the quality of road service and the road safety in the region.


     
    4. Tamkang Bridge and its Connected Road Construction Project:
    The total budget of the project is $NTD 21.194 billion, which is divided into three phases. The first phase (Linggang Avenue Section) was completed on November 2, 2016, and the second phase (the approach bridge section) is expected to be completed by the end of 2018. The third phase (the main bridge section) commenced on February 23, 2019 (Saturday) and is expected to be completed and open to traffic at the end of 2023.


    After the whole project opening to traffic, it will shorten the commuting distances and improve commercial activities between Tamkang and Bali, relieve the congestion in Tamkang, connect the northern coastal (including the Taipei Harbor), promote the leisure activities in Bali to boost the tourism industry.


     
    5. Construction of the North-South Bridge between Beigan and Nangan in Lianjiang County:
    The comprehensive planning and environmental assessment of the construction of the North-South Bridge is expected to be announced on June 30, 2019, and the estimated completion date will be by the end of December, 2021.


     
    The project is based on the visit of President Tsai to Mazu on January 26, 2017. During the visit, President Tsai mentioned the North-South Bridge was an excellent and forward-looking national plan and also invited the Executive Yuan to evaluate the benefits of the bridge construction. On December 10, 2018, the Executive Yuan agreed the Lianjiang County Government to start the planning stage for “Feasibility Assessment of North-South Bridge Bridge in Lianjiang County”. The subsidies of the planning comprehensive operations, including road design for daily living areas, was granted to Lianjiang County. The relevant comprehensive planning was handled by the Ministry of Communications.

     

    The Lianjiang County Government appointed the Xibin North Work Office of the General Administration of Highways as the agency to actively carry out follow-up comprehensive planning operations as having experience of the comprehensive planning for the Tamsui Bridge. The planned processing schedule: the online announcement on May 31, 2019, the completion of the comprehensive planning report and the environmental assessment report before April 30, 2021, and the completion of the design and approval before the end of December, 2021.

     

    The starting point of the project is located between Niujiao Point and Wangniu Mountain in Nangan Island. The end point is to the south side of Nigu Mountain in Beigan. The depth of the seabed is about 15 to 65 meters, the length of the bridge is about 3,130 meters, and the main bridge is about 1,200 meters. The bridge type is cable-stayed bridge (maximum span diameter is about 600 meters), the north and south ends are connected by pre-stressed and tapered box-type girder approach bridges. The total length of the approach bridge is 1,930 meters, the width is about 23 meters, and the total project cost is about NTD$ 12.714 billion. The construction period is about 6 years. After the completion of the North-South Bridge, the project is to connect Beigan and Nanga, and to closely integrate the living areas of Beigan and Nanga, to promote the development of sightseeing and tourism, and to integrate the construction resources of the relevant airports and ports, which will have a major impact on the future development of Lianjiang County.
